The basic concept is to add or remove "seams" of connected single-pixel rows or columns for better scaling/resizing. The Wikipedia article also has a pretty good explanation and examples.

Before and after examples from Wikipedia:

A wide angle shot of a castle and a person on a hill with sky. The person and castle are far apart in frame.

Same shot as above, but the castle and person are closer together. The person and castle both have the same proportions as above with very little artifacting.
