Triage note — KEPT OPEN (this is the canonical singleton digest, not an obsolete issue).

The escalation machinery is functioning: src/llmxive/state/escalations.py::update_digest (called by the scheduled audit lane) aggregates open state/escalations/ records into THIS single issue and marks them digested — there is intentionally one persistent digest, so it should not be closed manually.

The current rows are stale, though. They all name PROJ-552 (last digest refresh 2026-06-18). Since then PROJ-552's spec/plan convergence-kickback escalations were maintainer-resolved (commit 2759fb5f5, '552: maintainer resolution of spec-panel escalation (cap 4/3)') and the project advanced — state/projects/PROJ-552-...yaml now shows current_stage: specified, failed_stage: null, with its last transition clarified→specified at 2026-06-24T17:25Z. The research_review implementer-zero-rounds row also predates that re-advancement.

Action: leave open; the next audit-lane update_digest run will re-aggregate from the live state/escalations/ records and the resolved PROJ-552 rows should drop out (FR-017 steady-state target = zero rows). No source/state edit needed in this housekeeping pass.
