Fly command

I have a problem about essentials.fly command. In all groups exept "moderator", the essentials fly and essentials.fly.safelogin are false. the rest of the groups dont have acces to that command, but still can see it and use it. i tried so many possible solutions, but didnt work. I need some help plsss. Oh and the groups dont have parents a group woth that permission on true
