Client restart/shutdown all buttons don't work when Locations filtered

Describe the bug
If you have filtered your Client list to a specific location, the Restart All or Shutdown All buttons do not work.

To Reproduce
Steps to reproduce the behavior:

1. Go to the Clients tab
2. Filter by a Location
3. Make sure at least one client is present and in status 'online'
4. Click "Shutdown All" or "Restart All"

Expected behavior
Clients shutdown or restart as commanded.
