Missing commas at end of aria-labels

Description

There are no longer commas at the end of block aria-labels. This means NVDA (and probably JAWS) output information as "...has input statement" which might be confusing for some users. VoiceOver automatically places commas between the aria-label and aria-roledescription, so outputs "...has input, statement".

Should there be a conditional comma appended to the aria-labels where appropriate based on OS to improve screen reader output?

I was thinking of taking this as a small accessibility fix. I'd trace the canonical aria-label builder, confirm how Blockly handles platform-specific screen-reader punctuation, and add a regression test that covers the NVDA/JAWS output without changing the VoiceOver path. Does that scope fit what you want for #10185? If so, I can prepare a focused PR.
