DS-032: Refactor Navbar onto shared navigation primitives

Remove duplicated landing/app navigation styles and use compact shared controls,
tokens, and consistent active states.

Acceptance criteria

• Landing and app variants share logo and control primitives.
• Active navigation is programmatically indicated.
• Mobile menu closes on navigation and Escape.
• Keyboard order and visible focus are verified.
