Editor V2: Place Task section above Component section in properties panel

Summary

In the editor V2 properties panel, swap the order so that Task appears above Component.

Rationale

From the Apr 21 CSOM sync: the user is primarily working with the task — the component is just the engine that powers it. The information hierarchy should reflect the user's mental model: task first, component second.

Acceptance

• Task section is rendered above the Component section in the editor V2 properties panel.
• Behavior/collapse state of each section is preserved.
• Consistent with existing visual treatment (titles, icons).
