Update. Eleven commits, two of which are release tags; the reduction feature is opt-in but the collective-routing + chimney cut fixes look broadly beneficial. Re-baseline asap7 floonoc area (currently not yet in the cached-final set) after the bump — these RTL changes may also unblock the run.
