Error catch on create dataset fail

Add an error catching condition / dispatch status false, when createEmptyDataset request fails.

Add an else condition to catch when the dataset is undefined or null.

This is handled in the frontend by a dispatch(setExtractionStatus("Error in dataset creation")); and resetting all states to default. Eventhough the error is being displayed, the spinner keeps spinning. The spinner should stop spinning.
Changing the scope of this issue to stop the spinner once theres an error.
