Add support for new tool Haskell

Haskell (GHCup installer) and its package manager Cabal

• support install-tool
• support uninstall-tool

do we really need haskell and / or ghcup? or do we only need the cabal manger?

Sadly no aarch64 support for ubuntu 😞

Our usage for Haskell dependencies are so we're able to call:

cabal --version
cabal sandbox init
cabal new-build
cabal install
cabal list --installed
ghc-pkg dot --package-db [package-db value]
ghc-pkg dot --global

As well as i.e. be able to install-tool / uninstall-tool them (for all available upstream versions)

• ghcup uses some unofficial builds 🤔
• we need some special handling for different versions

so we need to know which versions of cabal and ghc will be needed

I'm using the deb10 packages, like ghcup is doing for ubuntu, so most versions should work. if something isn't working then i need to know the specific cabal or ghc versions to test and validate.
