Internal discussion made us realize that our buffer rent recovery mechanism may lead to rent funds being permanently locked in specific circumstances. An initial assessment determined that the cost for an adversary is comparable to the amount of locked funds in the protocol, but it would be good to make a more thorough investigation with tests once there's actual code handling this in the repo.
This is a design issue, there's no corresponding code at this point in time. This issue is here just so we don't forget to follow op on this once we've got an actual implementation of rent refunds.
