fix / avoid throwing out hidden and filtered diagnostics (#106)

* fix / avoid throwing out hidden and filtered diagnostics * changed diagnosticMap key to be string instead of uri object * promisify child process listener call to avoid async race condition * updated comment * fixed clear diagnostic at closing of file
