Repository workspaces added in PR #1420 can select repo-local AGENTS.md instructions, but skills are still sourced from Junior’s reserved runtime skills directory. This prevents a repository from carrying specialized skills alongside its code and having them participate in Junior’s normal skill discovery when that workspace is active.
Repo-local skills should be supported with workspace scoping analogous to repo-local AGENTS.md handling.
