vite(fix): Load hooks across Hatchling versions

why: Hatchling 1.32.3 adds a generic parameter to build hooks, so
specializing the base class at import time breaks fresh installs.

what:
- Inherit from the unparameterized interface across Hatchling versions.
- Return the concrete ViteBuildHook type from plugin registration.
- Document the compatibility fix in CHANGES.
