Add availability SLO

This service has zero monitors and zero SLOs in datadog-monitoring. As a customer-facing service it should have at least an availability SLO.

What: Add an availability SLO in Datadog tracking 5xx error rate, and commit the config to github/datadog-monitoring under config/services/github/github-well-architected/slos/availability/.
