Enterprise: missing `cluster-id` in plugin docs

Problems:

• influxdb3 serve command doesn't provide cluster-id, doesn't work with Enterprise
• formatting: startup only has a single step, but it's a numbered list item

Options:

• include startup examples for core and enterprise in plugin READMEs
• leave as-is, but add a note in the README to include cluster-id for enterprise
• replace the startup code with links targeting docs-v2 pages for core and enterprise
