Adding cpp_client_telemetry to vcpkg

I work on the ONNXRuntime team, and we were planning on adding the cpp_client_telemetry library as a dependency to our repo.

I must support building all dependencies via vcpkg, so I was wondering if there is an official vcpkg port or plans for the team. If this is out of scope, I am happy to create my own vcpkg port, but did not want to block any plans for an official port. Thanks.

While attempting to make my own vcpkg port, I ran into some issues that I believe are related to #1390 and maybe #781. The dependencies in this library should ideally be consumed by vcpkg as well.
