Feature: Automigrate Workload on Maintenance Mode

When putting a compute host into maintenance mode, the workload should be migrated automatically
expected actions:

• host is no longer managed by ironic
• vms are no longer scheduled to that host
• vms are migrated online (live-migration) to other hosts
