User Discovery #593

Hi,
This is a follow up issue after discussing on #590
The feature requests is about having an admin flag that will activate users discovery.
When this is activated, then all user from the instance are discoverable for anyone, allowing to add/remove friends easily, without getting to know the exact username or email of everyone.
