Consistent sudo policy for `bootc`

I hate that I need to sudo bootc status. Anything that doesn't need sudo should "just run" or prompt me to do the priviledged operation.

Is this just an issue of putting the sudoers.d rule from ublue-polkit-rules in the OCI layer, or something else?

@tulilirockz correct me if I'm wrong but wasn't this removed because of potential security concerns
