Help users get Hatch installed if it is not available

If the environment manager for the current project is hatch, then the hatch extension should see if hatch is installed or not. If it is not installed, it should help users get that installed.

Definitely. Also we

1. should make hatch’s path configurable
2. use a default search path that’s something like this: $PATH:/usr/local/hatch/bin, that way it’ll work when users used the GUI installer
