MPS example runner does not build in debug mode

🐛 Describe the bug

When running ./examples/apple/mps/scripts/build_mps_executor_runner.sh with the --Debug option, it does not build successfully. It fails with ”library 'flatccrt' not found”.

To reproduce, run ./examples/apple/mps/scripts/build_mps_executor_runner.sh --Debug from the top-level executorch directory.

I believe the root cause is #10918. We have to switch to a different mode in Qualcomm because of it #11097
