[Chore] AWS VPC endpoins as optional

Recently we introduced some VPC Endpoints to access AWS services internally (faster and cheaper) but those are effective if they are used. There is no option to disable them, so we are creating an maintaining them on each execution which increases the cost.

Ideally we want to make the optional, best option would be an list of comma separated services (mapt supports) to create the endpoints as so we know in advacnce if we need an specific service or multiple we will create otherwise none will be created.
