DT-029 adds skip annotations for rivetkit-typescript/packages/rivetkit/tests/driver/actor-sleep.test.ts.

Tracked skip:

• actor sleep persists state with connect

Expected closure condition:

• Root-cause the persistent-connect sleep behavior, fix the right runtime layer if needed, and unskip or replace the test with the correct invariant.
• Verify with the full actor-sleep.test.ts driver file under the supported matrix.
