(maintainer topic) remove changelog.md as it is dead ? or better to reviewe it?

CHANGELOG.md has not been update since WLED 0.15.0-b7. As the file only contains historical information, we could
a) just remove it
b) re-purpose the file to summarize major new features, and breaking changes

what do you think?

I'd hesitated to delete as it has historical value, but I'd say time to delete
