Description
The capacity reservation group has been a GA-ed feature for a while. A customer noticed the preview feature warning when using the CLI and reported it. The flag must have been missed from being cleaned up during the GA preparation for Capacity reservation feature. This PR is to remove the is_preview feature from the parameter in azure cli vm commands.

This PR removes the preview flag from the capacity_reservation_group parameter across VM and VMSS commands, as the capacity reservation group feature has been generally available for some time. The preview warning was inadvertently left in place during the GA transition and is now being cleaned up.
