Add deployment ci

• Adds automated Docker image deployment, for releases and code pushes
  • Requires DOCKER_USERNAME and DOCKER_PASSWORD repo secrets to be set appropriately
• Adjusts the network bridge link to our documented recommendation
  • Reduces ambiguity between different network usages, and hopefully reduces user confusion as a result (especially if they've changed their BlueOS hostname)
