Clarify install expectations on the download page - #22

Move the pre-release disclaimer inside the download panel, between the OS tiles and the release card, so the caveat reads as applying to the build about to be downloaded rather than to the page as a whole. When the selected build is stable, a plain rule fills the same slot, keeping the two halves separated and the spacing stable as the OS switches. Add a note above the panel pointing researchers on university-managed devices at their IT department, since a managed device is the most common reason the installer will not run.
