Tested with the latest python sdk going through it Brandon and it worked as intended with data being returned from the dic endpoint and the sdk properly consuming the sample client.

What Does This PR Do?
Adds a preliminary example of a digital insurance card. This requires an updated version of the SDK that is waiting for a merge here CMSgov/cms-bb2-python-sdk#51
Validation
This requires a local version of the sdk code from CMSgov/cms-bb2-python-sdk#51. Following the steps to have the sample client consume a local version of the SDK, this can be verified with a local authorization run with a viable BBUser (e.g BBUser00001)
