There are situations where a modder might want to configure different Additional Lance sizes per Faction. For example, if Comstar drop with 6 unit lances yet IS Houses drop with 4 unit lances - then the modder might want to reduce the max limit of AL for Comstar specifically yet keep the defaults for everyone else.
This should be implemented as a config option.
