Update examples to reflect Docker guidance changes in DEFRA/software-development-standards#117.

Checklist:

• I have ensured the Defra version in the JOB.env file matches that in the Dockerfile
• I have ensured the Node.js versions in the image-matrix.json match the Dockerfile and the table in the README.md
• I have added newly ignored vulnerabilities to the POLICY_CONFIGURATION.md
• I have checked if previously identified vulnerabilities have been patched, and can be removed from the .grype.yaml, .trivyignore and POLICY_CONFIGURATION.md files

I think the documentation is good, but can you also bump the patch version in JOB.env and the Dockerfile.

Merging this will trigger a new build and release of the image. There may be subtle variances in the layers than what's currently in DockerHub under the current version.
