UV is currently failing to build the containers due to numpy.distutils being deprecated in later versions of numpy. 1.23.0+. This comes from a dependency chain linking to fa-archiver. We will first need to update this package to proceed with the copier update.
from 1.1.0, we updated fa-archiver with the copier template, resolving a number of package issues

Updates project to use the latest copier template. This introduces uv as a package manager and updates tox to uv-tox.
The dev container and tox are working for me, but please confirm on your own workstation before approval.
