Removes [tar](https://github.com/isaacs/node-tar). It's no longer used after updating ancestor dependency [npm](https://github.com/npm/cli). These dependencies need to be updated together. This PR updates npm to version 11.17.0 and removes tar from the direct dependency list.
Few things worth tightening:
- The
tarpackage is still present in the lockfile as a dependency ofnpm, so it isn't yet fully eliminated from the dependency tree.

🟡 P2 This change still keeps tar in the resolved install graph: node_modules/npm continues to depend on it here, and the lockfile still includes node_modules/npm/node_modules/tar below. That means npm ci and dependency scanners will still pull in tar. If the goal of this PR is to eliminate tar, you'll need an npm version that no longer depends on it.
