Explanation of Change

This is PR 4 (final) in the IOURequestStepScan decomposition series (see #85583 for the full split plan).
PR 1 (#87083), PR 2 (#87883), and PR 3 (#89293) are merged.

PROPOSAL:

Tests

Since this PR is mostly dead-code removal, the test plan is the same end-to-end scan flows that PR 3 covered

Flow 1: Edit Receipt

• Create an expense with a receipt (FAB → Submit expense → Scan → upload photo → complete the flow)
• Open the created expense → tap the receipt image → tap "Replace"
• Upload or capture a new receipt
• Verify: the receipt is replaced and you navigate back to the expense

Flow 2: From Report

• Open an existing report/chat
• Tap (+) → Submit expense → Scan tab
• Upload/capture a receipt
• Verify: navigates to the confirmation page with participants pre-filled from the report

Flow 3: Global Create (FAB)

• From the main screen (not inside a report), tap FAB (+) → Submit expense → Scan
• Upload/capture a receipt
• Verify: either auto-selects a workspace and goes to confirmation, OR shows participant picker (depends on default expense policy)

Flow 4: Skip Confirmation (Quick Action)

• Open a report that has the quick scan action
• Use the quick action to scan a receipt
• Upload/capture a receipt
• Verify: the transaction is created directly without showing the confirmation page

• If a new code pattern is added I verified it was agreed to be used by multiple Expensify engineers
• I followed the guidelines as stated in the Review Guidelines
• I tested other components that can be impacted by my changes (i.e. if the PR modifies a shared library or component like Avatar, I verified the components using Avatar are working as expected)
