This PR updates the release gating logic and reworks the repository root pyproject.toml to reflect Patchright packaging metadata and tooling configuration.
Changes:
- Add a pre-check in
utils/release_version_check.shto skip a Patchright-Python release when a corresponding Patchright driver release is not available. - Replace the previous “tests-only”
pyproject.tomlwith a setuptools/setuptools-scm based project definition and uv configuration.
