we can't use this for testing mcps/etc
we should follow the conventions we have already, e.g.

Sine the last time this was reviewed (and after testing), I had to switch from Tomek's mock server to a new local one since it didn't support the 2026-07-28 MCP version. I also had to combine some kongctl blocks for references to work.
