Testing TPN generation without license text recovery

Summary

• generate third-party notices inside standard and precompiled Ubuntu and RHEL driver images
• use Syft plus explicit standalone-component metadata to inventory final-image dependencies and write notices under /licenses
• report missing license text without package-archive, same-source sibling, or remote Go-license recovery

Test plan

• Validate the TPN generator with bash -n
• Check the patch with git diff --check
• Run the GitHub image-build matrix and compare build duration
• Review missing-license warnings in the generated notices
