Fix setuptools csrc package warnings and include native sources in sdist - #9260
Related to #9112. Supersedes #9259, which I closed.
Description
Building MONAI emits BuildBackendWarning: Package '...' is absent from the packages configuration for monai._extensions.gmm and the monai.csrc subdirectories. These directories hold C++/CUDA sources, not Python packages. Setuptools copies them as data files because they appear in the build manifest, which triggers the warning. Separately, the sdist built from the current MANIFEST.in contains none of the 38 files under monai/csrc, so BUILD_MONAI=1 python setup.py build_ext on it builds no extension.
This PR makes two changes:
MANIFEST.in: recursive-include monai/csrc *.cpp *.cu *.h *.cuh, so the sdist contains the sources.
pyproject.toml: include-package-data = false under [tool.setuptools], so the manifest no longer decides which data files are copied. package_data in setup.py still lists py.typed and the JIT extension sources.

(Measured with python setup.py build_py; each warning prints two lines.) Wheels built with BUILD_MONAI=0 before and after have identical contents (448 files, excluding .dist-info), including py.typed and the five monai/_extensions/gmm files. The sdist with the change contains all 38 csrc files.
Not tested: a wheel built with BUILD_MONAI=1 (compiled extension), other setuptools versions, or Python 3.11.

Non-breaking change (fix or new feature that would not break existing functionality).
Breaking change (fix or new feature that would cause existing functionality to change).
The setuptools configuration now disables package-data inclusion. The source manifest recursively includes .cpp, .cu, .h, and .cuh files under monai/csrc. A comment states that these sources are compiled into monai._C.
The packaging change is mergeable after normal checks. Adding a native build from the source distribution would improve protection against future source-packaging regressions.

Build an sdist with BUILD_MONAI=0, then install it with BUILD_MONAI=1 and verify that monai._C imports outside the checkout. If the sdist loses its .cpp files, a CPU build can install without the extension while the packaging check passes.

Validate the sdist build path by creating an sdist with BUILD_MONAI=0,
installing it with BUILD_MONAI=1 outside the checkout, and verifying that
monai._C imports. Keep the MANIFEST.in rule including monai/csrc source files so
the sdist retains the .cpp files required for the native build.
