CMCL-0000: Optimize CI Jobs

Purpose of this PR

CINE-983

All the CI jobs were run for every PR, which is overkill and wasteful of Yamato resources. Now, all the jobs will only be run when changes are pushed to the main or release branches.

For PRs, the jobs are only run on Ubuntu to optimize efficiency. In doing, so I've also renamed the "Package CI" trigger to "Pull Request Tests Trigger" to reflect this change.

• Passed all automated tests
• Manually tested
• Trigger and run Yamato jobs
