Replace CLAUDE.md with a trimmed AGENTS.md (Claude Code reads AGENTS.md natively only when no CLAUDE.md exists). Keep CI gate commands, feature flags, the 20000-60000 test port range, the always-on payment verification policy, bootstrap_peers.toml discovery, ADR governance and the PR template / Linear closing-word rules.
