commit 46b43b1 deleted docs/local-or-cloud.mdx but left 4 stale references, breaking the unit test suite (ENOENT reading the file): docs.json nav, a troubleshooting.mdx link, docs-sync-review.ts's HOSTED_DOCUMENTATION list, and skills.test.ts's assertions against it.
