This PR annotates the Turtle javacc parser by putting comments for each of Turtle 1.2 productions. It also reorder productions so they are in the same order as the spec.
There are no changes to behaviour.
This parser is "strict" - exactly as the spec.
It is not the main parser used by RIOT.
