Port tests and test infra verbatim from v1
* Finish namesapce change and directory change
Migrate to v2 AttributeValue
Adds a comprehensive test suite to v1 to establish a v1 compatible "oracle", migrate operations to v2, and migrate the same tests (without touching their assertions) to v2 to make sure the operation migration was faithful.
