Update build_bazel_apple_support version and checksum

This version contains bazelbuild/apple_support@44c43c7 which fixes missing LC_UUID errors when trying to build this (and transitive dependencies) on OSX Tahoe (e.g. google-ai-edge/LiteRT#4727).

Also, I notice this comment:

    # Make the iOS simulator constraint available, which is referenced in abi_to_constraints()
    # rules_rust does not require this dependency; it is just imported as a convenience for users.

FWIW, this "convenience" has caused months of pain for many users. This old dependency was very difficult to track down.
