Add prometheus/grafana metrics dashboard

• Infra + code -> loki, prom, grafana, tempo, multiproc prom, compose
• Dashboard -> should check if metrics and titles match
• Docs -> readme info on how to use, env

Hello I’d like to contribute the following changes over the weekends( if you accept it) .
Replace file based logger with an asynchronous using logging queue - Loki based logging system.
Add offline fallback support logs go to console when Loki is not available. or keep file based logger for offline use.
Integrate with OpenTelemetry compatible library for better observability.
Add custom metrics based on https://github.com/Blueswen/fastapi-observability btw i will use some parts of this template like docker compose for garfana etc,
