Motivation
I love graph-sitter, but I don't have access to the openai api. I wanted to use a local method of using a Vector Database / CodeIndex.
If you are interested in the idea, I would love to contribute to making it ready to be merged, or see it picked up.

This PR adds a scikit-based local-only implementation of the CodeIndex interface.
Testing
Mainly tested with trying it out ;)
The tests might ™️ work, but I haven't managed to get the tests running properly, without investigating further.
