fix: update to latest dt version for latest round of fixes

Description

For stuff like this we must PR to release branch to bump the release and then backport to main to bump the main pkg version so that we in main use our latest release patch version, and only when the release branch triggered the tag to be available. I am bumping to cut a new 1.17.3 for python sdk and then bumping our durabletask version to use 0.17.4 that I cut earlier today with a few recent fixes.
