Replays the template changes from v9.5.0 to v9.7.0: the Taskfile preparation anchor becomes the prepare/package:exists tasks, the Stop hook runs its script directly, check.yml gets a least-privilege permissions block with pinned and non-fatal reporting steps, and pyproject.toml regains the empty [tool.pytest.ini_options] table.
