Catalog Request binding states its method non-normatively #280

Type: normative

The Catalog Request binding does not use BCP 14 language for its method, while the negotiation and transfer bindings do.

Expected Behavior

Whether a Catalog Service must accept POST <base>/catalog/request is stated normatively.

Observed Behavior

"The Catalog Request Message corresponds to POST https://<base>/catalog/request." The same section uses MUST elsewhere, for example "the Catalog Service MUST return an HTTP 200 (OK)", so the omission reads as unintentional.

Which way this is resolved matters for #276, where the asymmetry between a POST catalogue request and a GET dataset request comes up.
