This PR fixes #4331 by creating the serverless changelog for this week's release. I used the release notes tool to collect Kibana PRs, and the Elasticsearch - Serverless release notes process (Temporary) to collect Elasticsearch PRs.
NOTE: Some of the Elasticsearch PRs that I input into the first tab of the spreadsheet were output as "unknown" type (not features/enhancements, not fixes). I reviewed each of these and assessed that they were not user-facing changes (e.g. related to code test, or setting the stage for future changes). Perhaps this is why these PRs didn't have release notes labels.
Generative AI disclosure
I used Claude 4.5-opus and GPT 5.2 via Cursor. I used them to help reformat the release notes. I edited their work (I was not impressed, will iterate on my prompts for next time).
